Looks like Cingular already has all of those "requirements" they want except the prorated ETF, but at least we offer 2 yr, 1 yr, and no commitment contracts.

I offer service with 2 carriers. Both of which already have in place exactly what you propose.
Both Sprint and Cingular have detailed coverage maps that show anticipated coverage down to the address level. T-Mobile has the same thing available. VERIZON DOES NOT
As for automatic contract extensions without disclosure, It is actually illegal to do so. To require a contract extension for a price plan change, maybe I see the point.
A 30 day satisfaction guarantee, Sprint and Cingular both have it. VERIZON and T-Mobile do not.

If Cingular or Sprint customers do not have an understanding of their coverage, first month bill or price plan then it is either the fault of the salesperson who sold the phone or the fault of the consumer themself.
