"In capital spending, Cingular reported capex of $7.5 billion during 2005 and Merrill Lynch expects the carrier to spend $7.2 billion this year. The numbers include expenditures on its new UMTS/high-speed downlink packet access (HSDPA) 3G networks as well as the integration of the former AT&T Wireless network.

I think the original posters point was not that vzw spends more then cingular, but that vzw is hardly "standing still" as ruff put it. 6.5 billion < 7.6 or whatever but its hardly "standing still" >
Cingular Wireless continues its commitment to building out its nationwide network infrastructure. First of all, "standing still" was not implying that Verizon does not spend money on expanding/upgrading their network. Any and every company out there spends a considerable amount of money on their company to improve, and Verizon is no exception.
However, since 2004, Cingular has been doing everything in their power (and more) to improve their business as a whole. And comparing Verizon's progress to Cingular's, Cingular is making everybody look like they are standing still. With the acquisition of AT&T Wireless doubled their tower count and are integrating the networks as quickly as possible.
