By "chip" you mean the chip that will come installed in my initial phone purchase? Correct?
Is chip removal difficult to do?

It is not absolutely necessary but if you are having any issues it is definitely a good idea to update your IMEI and there is no charge for it. An IMEI that is not updated can cause problems with downloading rings tones and stuff. Some Motorola devices actually have problems with data if the IMEI is not updated. in fact most problems with an IMEI not being updated is usually with Motorola phones.
