So is there a way to block numbers from coming in that are unknown numbers? I know land lines can do this but can cell phones?

short answer - no. There are some ways to work-around this, I have seen some 3rd party apps that did this, and also some phones have built in options on what calls they accept, but there is no way to do it on the network side.

I have Google Voice and Call Screening. Blocked numbers must identify themselves. It really handles telemarketers.

There's a service called "trap call" that will forward unknown or blocked calls to another number that will in turn forward it back to you, revealing what the number is. I believe it will disable calls being forwarded to voicemail though.

Not really. You can't have smart limits simply block "unknown" or "blocked" numbers. You first have to put the number into smart limits, then even if the person blocks their number, SL will recognize it and not allow the number to go through. It doesn't really help all that much if you have to know the blocked number first in order to block it.
