Cingular World Phones are unlocked?

Someone was telling me that as a pratice, Cingular doesn't lock their world phones. Is this true?

I also have heard from people that sometimes it is hit-or-miss. If you are lucky, you may get a phone that is unlocked from Cingular. But their next batch of phones can be locked.

Not sure if someone who works in Cingular can confirm that. Thanks.

I got a T616 last month from Cingular. According to the simlock menu, it is unlocked.

yeah i work for a c ingular agent and yes all of Cingular's world phones as of now are unlocked. I think they do it so it's easier to use overseas. Some of them from T-mobile are locked and don't accept any sim cards that we have tried....
