3.6 mbps hsdpa ?

I remember reading that ATT/ Cingular was going to upgrade the HSDPA network from 1.8 to 3.6 mbps. Have they increased the download speed yet, and if not are there any guesses as to when? Also the new announcement and availability of HSUPA network cards Is it safe to assume that the download speeds are 3.6 mbps yet. I know most of the cards support at least 3.6 if not 7.2 and it is just the network limiting what is available
