The data features are the same for 3G and 4G phones. 4G phones have an additional provisioning feature.

In regards to the 4g tethering, I assume you are talking about the $30 unlimited tethering. There is no 3G equivalent.

You do not need to pay for a mobile hotspot feature on a 4G device. There was an FCC ruling stating that VZW could not block 3rd party tethering apps on any device that runs on the LTE spectrum. This is why it is included in the Share Everything Plans. This works well for Droids since there are plenty of apps to do this. If someone makes a tether app for the iPhone 5 and Apple puts it in the app store, VZW can not block it either.
