The International Dialing feature is only needed when traveling to countries that don't use standard North America 10-digit dialing.
Canada, Puerto Rico, Bermuda and the Bahamas do not require the International Dialing code, but Mexico does.
It's based on the dialing pattern needed to connect the call, not the the form of government selected in the target country.
