I think there is a claim section on the site. I haven't used it in years. There were select vendors you could buy from and use the bonus bucks. You had to login to the vendor site through the bonus bucks site and spend the money that way.

I am pretty sure you have to wait 30 days for Verizon to verify that the customer kept the service.

If you click on "Reports" at the top, it will list all of your sales. You have to wait for the pending status to go away before you can spend your reward.
