Most states are on an 18% discount. I'm not at work to verify, but I know they try to make this the same across the country when it comes to state employees.
Remember, an employee discount is off the monthly cost of a cell phone over $35 a month. Many people confuse that the discount is for everything, regardless of what it is. Not that you've indicated this, just figured I'd mention it.
