Even when you have your phone set to Location On, your phone would still ask permission before sending your location to the site (although you could ask it to "remember" your preference so it would not ask again for that site).
But you could use it for things like finding the nearest movie theater, hotel, gas station, Chinese restaurant, etc., without entering a zip code or address. Pretty handy stuff, if carriers would get off their butts and launch it already...
AFAIK, the only U.S. carrier that has implemented LBS so far is AT&T, and their system is only tower-accurate (which means not very accurate). No one has launched LBS yet using the accurate systems required for E-911.
