If you are both in Boost's (Nextel's) US coverage areas then you won't pay any more than chirping to a US Boost customer. Once that Telus customer uses their phone in the US it is registered on the US network and you'll just be using the Boost Nationwide Walkie-Talkie.
If they go back to Canada, or you go to Canada, you will incur the international surcharge since all or a leg of that conversation will be off the US network.
