not exactly true. (perhaps i am not understanding lol becuase i am so tired)
if he gets an internatial chirp he wont be paying any moneys besides the 1.50 unless he keeps responding within that 6 second time frame, however, if its mroe then 6 seconds and he responds then he will pay.
