What kind of phone(model,Imei)and where are you located are two good places to start...
I'm sure you can take advantage of the free handset if you can get a SIM...if it has a Boost SIM in it, let me know the Sim Id and I can tell you ther status...

All we need is a reboost card for 20-30-50 and a Sim in either cancelled or new status, combined with the IMEI or the Serial Number we can reactivate it for a reactFee of 10.00...simple and fast!
