If a person wants to email something from a PC to their phone I give them the email address of - 10 digit mobile number @ mms.dobson.net....Do they have to have the $1.99 email feature? Will they receive it?

so...they don't need the feature for $1.99...but I think the addy is area code and cell# @mobile.dobson.net or ac and # @mobile.celloneusa.com 🙂

mobile.dobson.net works for both Cellular One AND Dobson. This is only for SMS-based e-mail

As far as them needing the $1.99 feature, not needed because that would only be for if they want to be able to use our web-mail-based feature.
