To address your questions first, both have good phones, although T-Mobile usually gets them a few months after ATTWS and Cingular.
Cingular offers the Motorola V400, Sony Ericsson T637 (w/bluetooth), Samsung P107, Motorola V220, LG 1200 for camera phones. My personal favorite is the V400, which is exclusive to Cingular in the US.
T-Mobile utilizes 1900 MHz GSM exclusively, while Cingular offers 850 MHz AND 1900 MHz. 850 MHz penetrates buildings and construction better.
Cingular has a larger network than T-Mobile, and with Cingular nearing a close of the ATTWS buyout, their network will be even larger. Cingular has already deployed EDGE for data, and is testing their 3G data solution as we ...

Im gonna stand up for T-mobile
cingular dosent actually have unlimited nights and weekends, their is in fact a limit (albet high).
It really comes down to what plan do you think will work best for you....
how many minutes do you think you'll use a month?
what features are you looking for?

It depends where you live? Cingular has a much larger network then T-Mobile but if you don't travel as much t-mobile might do the job as well. With T-Mobile roaming agreements service should be the same in some areas again it depends were you are located.
I have traveled extensively in the early parts of this year and T-Mobile has worked quite well for me. So what are you implying that Travelers beware of T-Mobile? I don't think so! Their service is alright but their plans are the greatest, especially the Family Time.
It of course depends where you use your TMobile phone. In a large city, TM is great, but if you do road trips at all, TM is terrible. I have had nothing but problems with my phone and I travel the Midwest frequently.
So if you can, stay away from TMobile.
