According to statements made by Motorola, yes.
Google did all of the hardware integration work to get ICS working on the Galaxy Nexus with its TI OMAP chipset... and that's it. Anyone using any other chipset in their phone (like the majority using Qualcomm chips) has a lot of work to do to get ICS working on their phones. Google only released version 4.0.3 of Android - the version they want manufacturers to use - in mid-December, which isn't much time for manufacturers to work with it, adapt it to Qualcomm chips, customize it, and put it through all of the necessary testing for a carrier release.
