That's probably true, and maybe the problem is that Google is not keeping OEM's 'in the loop' so to speak....
A few years ago manufacturers were justified in being confused because Android was on a very rapid update schedule...
1.5 came out in April 2009, followed by 1.6 in September and 2.0 in October then 2.1 in January 2010 and 2.2 in May 2010.....the rapid pace of development was utterly ridiculous.
But since that time, Google has settled into a nice cycle here of one major update per year...
So if an OEM is planning for a device in late 2012 for a release in early 2013 they really should be able now to anticipate when the next version is going to come out and plan for well before release....
Unless Google is keeping OEM's in the dark....which if so is pretty stupid on their part....
