In their defense, there is no rush to deploy LTE first. HSPA+ may not be as fast as LTE but it's better than 3G. LTE phones are expensive and suffer from terrible battery problems, but by 2013 , they will be cheaper and hopefully battery technology will improve. Waiting until 2013 to start deploying LTE is smart. Another good move on their part is to move 3G services to PCS (it will give them compatibility with many ATT phones including the iPhone). AWS is a popular band choice for LTE in America so I think this is a smart move by Tmobile.
