The real question is why did the FCC even grant the request with stiuplations?
There is question about whether it was politically motivated or not.
Falcone is a large contributor to political entities and pacs.

That seems to be the case--apparently Falcone thought the wheels could be greased with cash when it came to testing, too. Looks like he thought wrong.
He made a killing on (correct me if I'm wrong, I can take it) short sales when the housing market crashed.
Since then, he hasn't even reached 1st base, much less hit any home runs.
Harbringer will be a thing of the past in a matter of time.
I have not idea how LS/Falcone convinced Sprint to get in bed with them.
That was just silly and stupid.
