Would you guys mind actually read the article before trying to debate over this. They want to restrict the use of "certain SOCIAL features" while the car is in motion. So yes you can still use your phone, text,and email. But you can't check your facebook when you're driving. That sweet onscreen navigation feature also doubles as a web browser/FB/ Twitter/ G+. Which is what will be restricted when driving not the use of a phone as an actual phone just the other social features that for the love of god can wait 10 minutes till you're out of the car
