It is charged during the upgrade, that is when the charge is made, it just doesn't show up on your account until the next bill...but the charge is made immediately....and it can be credited immediately as well....you just go to 'pending charges and credits' in Telegence and reverse it...
But, if people were responsible for paying it at the the time of the upgrade probably 90% of the customer complaints about it would disappear, the thing that people resent about it is the fact that it shows up seemingly out of nowhere a month later.,,,
