I am convinced that BofA didn't really want a lot of the accounts anymore that it lost in the first place. The $5 fee was most likely going to be waived for it's customers that had a certain amount of money with them and not waived for those that kept a small balance. They weren't going to make any money off the little guy and they were better going elsewhere.
More of a philosophy of "hey, you want cheap go elsewhere" to me.
