If this is anything like the paypass (or whatever it's called) used by Esso then I don't believe it actually requires any electricity on your end to pass the information along.. Maybe I'm just an idiot.

The Esso information is stored on a magnet within the keyring thingee, like a credit/debit card strip, or a floppy disk does. What Motorola and Mastercard are trying to do is send the information over the mobile internet, which would require additional power, like WAP browsing.
If it were stored magnetically then each phone would have to be taken in to a special dealer with (probably expensive or over-priced) equipment to write the credit card info into your phones magnetic area, which probably wouldn't be very attractive.

There are some versions of this technology that are like that. This tech is the same idea as those cards you wave in front of a pad to enter a building or a parking garage, etc. So certainly you could embed what's inside that card on the back of a phone.
But this is a little different. This lets you store multiple "cards", and download news ones over WAP, and you can view balance info, etc. on the phone's display. In order to do all that, it needs to be an active circuit, not just a passive chip in the back of the phone.
So it probably wouldn't work with the battery dead. But it's still a very low-power technology, from what I understand, so I don't expect it to burn power like Bluetooth, for example.
