I think that any carrier can buy spectrum IF:
A. Its to expand coverage
B. Starting with the regional carriers if they don't want it the national carriers bid
C. If its inside there coverage area they have to show constraints or if they need it to transfer to next generation (kinda like the 700mhz auction)
