1. GPS does not "use the incorrect spectrum blocks."
2. LightSquared "PAID for" L band satellite spectrum, not terrestrial use spectrum.
3. GPS companies are not "cry[ing] to the government to fix it." LightSquared is the one "cry[ing] to the government to fix" a problem that LightSquared itself is creating.
LightSquared wants to change the regulations so that it can use its L band satellite spectrum on Earth. The FCC granted LightSquared a waiver to explore this Ancillary Terrestrial Component use. But permanent approval of ATC use is conditional to LightSquared demonstrating that it causes no interference to adjacent satellite services. And LightSquared has failed miserably at demonstrating no interference. The differences between transmitted power levels from LightSquared's ATC network on Earth and received power levels from satellites in space can be so great (>10,000,000,000x) that bandpass filtration is infeasible.
Seriously, this has been explained countless times. But some people just do not listen or cannot understand because they lack the necessary education about RF.
