Simple Mobile dealers are selling unlocked phones which are not all ideal for the service.
119kbps sounds like you had a phone which only works on EDGE (or maybe you had a 3g phone which does not support t-mobile's weird 3g band, which will result in it using EDGE).
I had several 3g T-Mobile phones which were a lot faster than that, and my 4g t-mobile phone is fast enough for Netflix.
