It doesn't matter if the fatalities have gone down. What matters, is how many of these fewer fatalities/injuries are still caused by the topic at hand?

Texting and driving has surpassed drunk driving as the leading cause of accidents. Not eating Big Macs. Not reading the papers. Not putting on make-up. Not blasting the radio. While all these things are without a doubt dangerous and can be enforced under law if seemed fit, the NTSB wants to reduce the amount of the largest percentage of causes. That is the directive.

I will go on record however, as to admit that banning Bluetooth use, is a bit extreme.
