I thought that S1 chips were supposed to be Sub 1Ghz, S2 was supposed to be 1 Ghz and over, and wasnt S4 supposed to be the most powerful chips that they offer?

The "S" category system made perfect sense when they first announced it, but as they've tried to apply the system to new generations of chips, it's made less sense.
I'll say that GHz isn't everything. A newer generation chip at 1 GHz can easily outperform a last-generation chip at 1.5 GHz.
But yes, S4 is supposed to be the category for bleeding-edge, high-end phones and tablets. It's not clear that these chips fit that description.

They will be. When they say 1Ghz, they are referring to the Operating Frequency. This has very little to do with the speed or performance of the CPU. Most manufacturers don't advertise all of the differences to make it simple for the customers.
Even though they are maxxing around 1Ghz, the FSB (Front Side Bus) is increased MASSIVELY in the new ones, thus making the CPU many times faster.

Okay, that does make sence. I wish they had specified that maybe the speeds that they quoted were FSB speeds, as yeah, a large increase in the FSB speed would increase overall system performance huge. This really makes me wonder about companies that increase CPU speed but then decrease the FSB speed, case in point, my ipod touch 4. My buddy has an ipod touch 2, and it has a listed FSB speed of 133mhz with 400~ mhz cpu, and my ipod touch 4 lists cpu speed as 1 Ghz with FSB speed at 100 Mhz, 33mhz slower then an older device. How does this make sence?
