They rushed the whole thing, trying to keep up with iOS. First, they were going to call it 2.4. But then apple decided they were going to call their release iOS 5, they buckled under pressure and called it android 4 but without any functioning bells and whistles. Even the hardware of the first ics device, the samsung galaxy nexus, was questionable. When htc released the nexus one, it was a leap ahead of other android devices at the time. However, samsung appears to intentionally release all nexus phones on semi-old, unexciting hardware devices which do not serve android at all.
