Not so easy if the FCC, which we don't elect, is able to make rules without justifying them to congress.
While we don't elect every single employee in the government, we still elect representatives to manage that for us. Also, let's not forget that our government has checks and balances in place. In fact, a bill was introduced to strike down the Net Neutrality law that passed recently. That bill failed. If enough people were truly against Net Neutrality, then we could elect officials to remove the rule that the FCC has in place.
This bill is another attempt to get at the heart of the issue by trying another tactic (going after the FCC as a whole). It will be dead on arrival in the Senate because, again, we elected officials to represent us and they will strike this proposal down. If we truly were against Net Neutrality we would've voted in people to help bills like this pass. Thankfully, we aren't that dumb.
