The "They" with $12 billion is Google.
The "They" which is firing 800 people is Motorola, which is not yet owned by Google and has been losing money continuously.
And when the $12 billion deal is final, the money goes to the Motorola stockholders who currently own Motorola, it does not go into a payroll account.
