Simple. Do not call 911. By calling 911, you are implicitly or explicitly asking for assistance, hence you are extending your permission to be tracked for purposes of providing that assistance.

My point is that I shouldn't be forced to have GPS on my phone if I don't want it, when the government mandates every phone have a certain feature all it does is increase the cost of phones for everybody.

Tough. When you live in a society, you sometimes have to make sacrifices for your own good or the good of the whole.
For a parallel, you might not think that cars should be required by law to include seat belts nor that you should be required by law to wear a seat belt. But seat belts, like aGPS, assist those who respond to help you in an emergency.
And the cost argument is insignificant. Once all cellphones are required to include aGPS, the marginal cost will be nearly negligible.

You miss the parallel, Versed. Physically, technologically, seat belts and aGPS are very different. But, functionally, they are similar.
Both help first responders assist you, one by keeping you inside the vehicle during a crash, the other by providing your location in the event of a 911 call. Not to mention, in both cases, law impels their installation and use.

If you do call 911, then socialized services, such as police and fire protection, have an obligation to assist you. And the location info gathered via aGPS is key to providing that assistance as quickly and efficiently as possible.
In the future, just as now, you will be free to turn off aGPS to your heart's content. But a 911 call will automatically enable aGPS, just as it does now.
So, I repeat, if you do not want "the government" to "take care of [you]" or you do not want aGPS to be activated on your handset, then do not call 911.

You should still be able to do that. There is normally a setting to enable location based services or leave it as only activated when dialing 911.

Yes, we will be sent to Guantanamo Bay. Because to many, not wanting to be tracked, means you have something to hide, which means your a terrorist.
