Some of us still pay for minutes

and by revising the rules, our minutes would be wasted, not to mention even if we didnt answer, our phones would still ring, a lot, and make it more annoying.

I agree it would waste my minutes too. Even if we didnt answer the call we would have to constantly go into our voicemail to erase all the stupid messages they would leave.

I think you missed two parts:

1) The Do Not Call Registry is not going away, so that protection against solicitors is still in place.

2) The current law FORBIDS my bank to call me on my cell phone to report a breach of data, despite the fact that I don't even have a landline number for them to put on file for me! There's no way to opt-in for those of us who are all-cellular, and that needs to change! Don't want your pharmacist calling you on your cell to warn you about the drug recall? Don't give him your cell number!

Expecting everyone to have a landline number is so- 1991...

Here's how to opt-in :

When you make out a profile at your pharmacy, supermarket, etc..., just put your mobile number in their box for your home number.

Exactly, you list a number for your bank, your pharmacy, your doctor and they need you they will call it. Don't need anymore lies. This has nothing to do with getting calls to see if I want sprinklers or a newspaper subscription, which if repealed, would happen.
