PCS is the 1900 MHz frequency band. It has nothing to do (directly) with CDMA or any other technology. Celluar - 800 MHz - is the other band.
The PCS band is sub-divided into six licenses for any given area. The Celluar band is sub-divided into two licenses.
The main digital technologies - GSM and CDMA - can and do operate in both bands. Meanwhile, AMPS (analog) only operates in the lower band, and WCDMA only operates in the PCS band.
Nextel is currently pushing for PCS spectrum as part of their deal with the FCC, but that would be a in a special, extended part of the PCS band that is currently vacant and unlicensed. You could call it the "G" block.
But these auctions early next year will be for existing PCS licenses in the A-F blocks. These are licenses that were sold earlier, but have since become available.

These licenses will be heavily sought after. If it goes like the aborted auction a few years ago there will be some "new" companies spring up to bid and then get bought out by their large parent.
