Look at RIM, are they giving up on the Playbook? No, in fact, they are doubling down on their investment. They know that they have a good product and are convinced that if they stick with it they will eventually find success.
HP barely made an effort with webOS, and killed it off abruptly without even giving it a fair chance.
The more cynical part of me wonders whether they didn't purchase Palm specifically for the purpose of killing webOS and wiping out a competitor.
I think you give HP too much credit, particularly since what exactly was Palm competing with?

As the saying goes, Never ascribe to malice what can adequately be explained by incompetence.
HP couldn't get by making and selling those devices for $100 a pop.
They can if they adopt a subsidy model similar to the Kindle, and the Playstation3 and X Box 360 where the hardware is sold at a loss and they make up the difference by selling applications.
Set up a system similar to Apple's where HP gets a cut of all 'in app purchases' and the TouchPad could be very profitable at that price point.
