I believe it is due to the way Android licensing works. In other words, if I build a product using a component from company X, and company X's component infringes on that of another company, I'm still liable.
Company X can indemnify me per the licensing agreement, thus taking full on responsibility for any claims against me, but that doesn't appear to be the case with Android for one reason or another.
