By the time Palm got WebOS out (It was very late being released) there were few people left to be alienated by WebOS.
Their original OS had been neglected so long by a company that just lost their focus. They burned a lot of money and precious time hanging onto PDA's, not to mention the Foleo disaster cancelled while in production.
In the end they brought WebOS to market and couldn't put any money behind it marketing it. Choosing Sprint did them do favors either with exclusives.
I know, I am a former 700P owner. It was ancient the minute it was introduced.
