The powers that be at the FCC are so over their heads they don't know enough to make an educated decision. These are appointed officials with cushy jobs and most of them do not have the fundumental basic knowledge of the industry that they are governing. That's why carriers have been able to make their own rules for so long and this stunt by At&t is just them pushing the envelope

Not calling anyone person out. I just get the feeling that carriers have been running over the FCC and pushing the envelope exploiting the fact that although they may be educated in their own right they may be ignorant to wireless telecom operations
