I know this is ironic, coming form the normal smart ass in the room, but its all about timing.
Good luck putting CDMA and LTE on randomly scattered 30KHz channels in the 800MHz band. You do know that it would need to be contiguous in order for it to work, right?
This is nothing more than leveraging the IDEN PTT functionality as a stop gap due to all the failed attempts to "replace" it.

Now they are working on yet another new CDMA-based PTT technology to replace iDEN. We can only hope that the third time's a charm.
The spectrum issue is also very important, but it's mostly a separate issue. It's only related in that they need to get a good CDMA-based replacement PTT technology working before shutting down iDEN completely.
