Didn't they do the exact same thing?
Let's look at the bigger picture here. Why would Verizon refuse to let another company roam? They would make a ton of money. So are they doing it only to stifle competition?
Leap had this to say about it in 2009:
“Verizon itself has relied on roaming agreements for over two decades as it built out its network and acquired competitors, but now has unilaterally decided that its remaining competitors are only entitled to roaming for two or three years,†Itkin said in an emailed statement.

Second, I don't really see the difference between data and voice roaming considering that Data is the only thing that is really important in 2011 and beyond. Of course Verizon has been consistent, there was no data at all when they were using other carriers to roam. These days data is very important especially when you consider technologies like Voice over LTE. I understand what you are saying about the difference between Voice and Data. However, the point is why do it if the larger carriers that hold all the spectrum, are not going to be regulated on roaming as it is currently? That is a huge problem that can't be overlooked. You are condemning these smaller carriers to oblivion.
