Actually, both Communist and Fascist regimes do it. Those are both totalitarian systems. Though I suspected that the location saving features were probably designed at the urging of government law enforcement agencies, I was hoping I would be proven wrong. However, this latest news in which the government actually admits that it wants those features, makes me wonder. Having watched a lot of TV crime shows, I already knew that law enforcement agencies can obtain cell tower data for given calls, so they don't really have the need for having location info also stored in a cell phone, except for two things: convenience and fishing expeditions.
