When I was on the website I didn't see an option to subscribe with out being a Satellite / Cable / Fios customer.

Not really. HBO is owned by Time Warner, which is one of the largest cable providers in nation. They don't want customers to bypass the cable companies of which they are one.

I think it's fallacy and short sighted to ignore the demand.
The public has proven quite clearly that while there is a huge demand for quality content it's not enough to persuade a large portion of us to sign up for cable.
And back in the day when literally the only option was to get cable or gtfo this gun to head tactics worked.
But with the proliferation of the Internet and digital piracy, people have a myriad of illegal options for scoring copies of the show they want to watch. And many of those would be willing to pay money to be given access to a simple and convenient digital streaming option instead of the Piracy option.
