That's right. DT is only covering their arses. Can't blame em.
Remember AT&T has 700MHz spectrum as well. Maybe not as enough as Verizon but enough to start some early deployments of LTE in cities New York to help ease the transition for some T-Mobile customers.

Right now if you were concerned with the fastest network. That's Verizon's LTE hands down. The speed tests say it all.
Sprint's plans are good and coverage is good. You get roaming on Verizon. 3G is good but their WiMAX coverage sucks. It operates on this crappy 2500Mhz frequency and many have complained that the signal has problems penetrating inside buildings. It's like once you go inside the office, no bars, as soon as you walk out, full strength!
Some people have luck and get close to 10mbps down but honestly I've heard not...

You hit on some key points.. Coverage and roaming. With ATT I have had both. I want both as well....

Yeah I was talking about Sprint's WiMAX when I mentioned don't expect for coverage to improve anytime soon.
My suggestion is to try each of the carriers and see which is best. Since you mentioned ATT and Verizon both give you reception problems, I'd say try Sprint. Who knows, maybe it might just work for you. You're just a casual user right? 4G not all that important to you?
Regarding T-Mo I couldn't be happier. Been with them for years. Best customer service hands down. I don't recommend them to just anyone honestly. If you live and travel to major metro areas and even their surrounding suburbs, T-Mo should be fine. ...

I am a casual picture taker.
I live in the Dallas Metro area and travel when I can to other states and sometimes internationally. I want to have the use of my phone whenever I need it. I know Metro PCS does not do this. I have to have peace of mind. 3g is ok but not most important. Most imp. is being able to use the phone for its intended purpose whenever I need to.
AT&T Mobility fails with the acquisition, it will help T-Mobile subscribers keep from changing their SIM cards and migrating to already horrid AT&T plans.
Deutsche Telekom still stands to make good $$$$ if they invest correctly.
the point is....this was all agreed upon back when both at&t and t-mo usa were planning their network rollouts and t-mo accepted at&t's offer.
