Here comes...
The hate mail. That few customers guilty of this are going to be pissed! Jailbreakers especially. I guess AT&T is worried their network is going to crash. And of course it is a form of theft.

If thats the reason, you can add the other carriers to this. They just aren't sending out letters. TMO was the last, but they even charge for tethering now.
Oddly, while I do feel what I do with my already paid for data should be up to me, I know its not a reality. I would pay them to tether if I could keep my unlimited data plan.

Some carriers will not even send out a letter. They will suspend your service and when you make a call it will route you to customer service where you will have to add a teathering plan to your line. All this is based on the Terms Of Service you agreed to when you signed up for service with that carrier.
