how do the satellites play into this, are they going to use them in place of towers?

They intend to operate their network using handsets that can connect to traditional cell sites when available, but fall back to satellite transmissions when they're not.

It will basically allow them to launch their moderate-quality voice only service across the entire southern rim of the United States without having to put up a single tower, theoretically.
