What is being called '4G' is HSPA+
The 3G is UMTS
They are two completely different technologies, HSPA+ is most emphatically NOT just UMTS relabeled, it is a completely different technology.
As far as it goes, none of the American networks offer something that could be called '4G'...but true '4G' has never really been defined either.
What has happened is that all of the carriers have invested billions in the last couple of years in improving their networks and increasing their data speeds, and they need some way to tell customers 'our networks are better than they used to be'.....and since the only consumers seem to know is this '3G' stuff...they are all, not just at&t but ALL carriers, using the '4G' label to...

No, AT&T labeled the HSPA+ as 4G. Which is the EXACT same thing as T-Mobile's 4G. The 4G term is used for the estimated download speeds while activly on the 4G network. Doesn't matter if it's HSPA+ or LTE as long as the theoretical download speeds can be met.
As far as relabeling, there was none done. 3G is still 3G, which is HSPA.

Not really. UMTS, HSPA, HSPA+ are all evolutions of GSM which were met by upgrades. LTE and WiMAX are completely different technologies than the GSM variants. In short, HSPA+ is just a build on 3G technology.
ATT and Tmo have elected on their own premise, to adopt the 4G terminology to play the market on perception.
While LTE and WiMAX may not currently fall into 4G speeds, these two networks are designed to evolve into the 4G standard for which the ITU has defined. This will be done by upgrading to LTE advanced...

They are two different technologies, and were both considered 3G up until January 5th, when AT&T decided that HSPA+, a 3G technology, was a little more 4G than it's other 3G technologies.
At this rate, these companies will be branding every upgrade as a new generation. We'll have 7G in 2012, by their system of technology branding.
