--I know they're saying that it's now 20 months into your contract to receive reduced pricing on a new handset, but it's been that way for some time now. I re-upped in August of '09 for two years, and I'm not eligible for reduced pricing until April of this year. Exactly 20 months.

Correct. They are merely eliminating an upgrade exception they once offered back when they cared about locking customers up to keep them from porting to AT&T for the iphone.
