Please explain how this is a scam? You pay a one time fee and can get up to HALF the retail price back after 31 days of purchase. People can actually make a profit doing this so I don't see how its a scam.
Lets say you have a phone you are happy with. Upgrade to a phone that is free, but retails for $600
You pay $60 up front, come back the next month sell it back for $300 and just go back to your old phone.
