It's not a scam program. It's for people that don't want to deal with the hassle of an eBay or Craigslist. It's a pretty decent deal if you're a Sprint premier customer and are eligible for full upgrade price every 12 months. You could conceivably never pay for a phone again (as long as Best Buy continues to honor the program.)
Also, your numbers are incorrect. It's $59.99 to enroll with a smartphone and you get a 50% discount if you bundle it with Geek Squad Black Tie Protection. Meaning the plan is 30 and you have it covered under a plan that is very competitive with carrier insurance, and in some regards, better.
